History and Mission

 The Holocaust Claims Processing Office has played an integral role in helping individuals of all backgrounds obtain just resolution for the theft of property during the Holocaust. Banks, insurance companies, and museums now take seriously claims from those whose property was stolen, or their heirs. To provide institutional assistance to individuals seeking to recover Holocaust-looted assets, Governor Pataki created the Holocaust Claims Processing Office of the New York State Banking Department on June 25, 1997. The mission of the Office is threefold:
  1. Recover assets deposited in European banks.
  2. Recover monies never paid in connection with insurance policies issued by European insurers.
  3. Recover lost or looted art.

Individual claims are assigned to members of the Holocaust Claims Processing Office’s highly trained staff who work with claimants to collect the most detailed and accurate information possible. Using unique investigative skills, research expertise, and their command of foreign languages, staff members corroborate this information with research in archives, libraries, and other resources. The Office then submits claim information to the appropriate companies, authorities, museums, or organizations with the request that a complete and thorough search be made. To ensure the rigorous execution of these inquiries, the Office maintains regular contact with entities to which it submits claims. Whenever possible and appropriate the Office cooperates with other restitution organizations in order to maximize efforts. Throughout, claimant confidentiality is of paramount importance to the Holocaust Claims Processing Office.

Staff members regularly update claimants on the status of their claims and claimants may contact the Office with questions at any time, knowing that they have a committed advocate who will be responsive to their concerns. When property is located, the Office helps claimants secure suitable documentation of ownership. The experience of the Office has been that the knowledge and expertise of its staff has alleviated burdens and costs often incurred when individuals pursue claims on their own.
